Vietnam’s top leader, General Secretary and President To Lam, led a senior delegation, including his spouse, on a state visit to Russia and France that culminated in participation at the International Space Summit. The trip, described by Foreign Minister Le Hoai Trung as “comprehensively successful,” yielded concrete agreements in science, technology and space cooperation, marking a new breakthrough direction in Vietnam’s relations with both countries.
In Moscow, General Secretary and President To Lam met President Vladimir Putin, while in Paris he held talks with President Emmanuel Macron, both meetings underscored by warm receptions, special ceremonies and reaffirmed political trust.
The delegation engaged with high‑level officials, party leaders, business executives, academics and Vietnamese communities, covering sectors from defence to education. Vietnamese ministers and regional leaders also conducted substantive talks with their Russian and French counterparts, achieving a high degree of consensus on shared priorities and future collaboration pathways.
The foreign ministry highlighted that the visit built on General Secretary and President To Lam’s historic trips to France in October 2024 and to Russia in May 2025, deepening mutual understanding amid evolving international and regional dynamics.
Both Moscow and Paris expressed strong commitment to implementing the signed accords, particularly in joint space projects and advanced technology exchanges. The outcomes are expected to bolster Vietnam’s development agenda and reinforce its strategic partnerships with two major global powers.
