Hòa Nhơn checkpoint incident
On 10 September 2026, traffic police at the Hòa Nhơn checkpoint on National Road 14B, Da Nang, stopped a private car bearing licence 43A‑305.79. The driver admitted to running a social‑media group that offered rides between Quảng Ngãi and Da Nang for VND300,000 per passenger. At the time of inspection the vehicle carried five passengers, lacked a transport business licence, had no passenger‑service signage and displayed a white‑plate number. The incident, investigated in Phú Thọ, resulted in a combined fine of VND40.5 million for the driver and the vehicle’s owner, covering multiple violations such as an expired inspection certificate.
Phú Thọ 29‑seat vehicle case
A separate case in Phú Thọ involved a 29‑seat white‑plate vehicle transporting 20 workers to their jobs. The passengers paid a monthly fee of VND500,000‑600,000. The car’s technical inspection had expired less than a month earlier, and the driver collected fares despite the lack of a transport licence.
Da Bac driver case
Police also apprehended a driver, Đ.V.Đ, 42, of Da Bac, operating a white‑plate car (licence 28A‑076.XX) on QL6. He charged VND300,000 per trip from Da Bac to Kỳ Sơn. Under Decree 238/2026, which amends Decree 168/2024, such unregistered passenger transport can attract a fine of VND12‑14 million and a six‑point licence suspension for the driver. Vehicle owners may also be held liable, facing VND10‑12 million individually or VND20‑24 million for organisations. Authorities urge individuals and companies to obtain proper transport licences or convert white plates to yellow before offering paid rides, warning that self‑service without compliance will continue to be penalised.
