On the first day, traffic police from the Ben Thanh unit and the Department of Construction monitored the intersection. Motorbikes received a continuous green arrow for right turns, yet many riders hesitated at red lights, some climbing onto sidewalks to bypass queues. Cars largely obeyed the signals, while motorcyclists often waited or attempted to cut across the roundabout, creating temporary congestion on Nguyen Thi Minh Khai and adjacent streets.
CSGT officers actively directed traffic, adjusting phase lengths as vehicle flows shifted, particularly when volumes surged on Ly Thai To. The authorities also painted new pedestrian markings and warned against illegal maneuvers. The department will review traffic conditions for 30 days after implementation and report findings. If persistent bottlenecks arise, further measures will be proposed to ensure safety and order at the Cong Hoa roundabout, joining other signal‑equipped rotaries in the city such as Dan Chu and Ly Thai To‑7.
