Guidance on Postponing or Transferring Military Service
The Ministry of Defence has issued detailed guidance on how Vietnamese citizens can postpone or transfer their compulsory military service while pursuing higher education, whether at home or abroad.
A 19‑year‑old who enrolled in a Vietnamese university for the 2025 academic year and plans to study in Russia from September 2026 was told that, if he meets the criteria, his overseas study qualifies for a deferment.
Under point g, clause 1, Article 41 of the Law on Military Service, students enrolled in regular primary, secondary, university or college programmes may receive a temporary exemption, subject to approval by the local Military Service Council and a report to the provincial People's Committee president.
Applicants must submit a request and supporting documents to the local military command (Ban Chỉ huy quân sự).
Procedures for Transferring Registration
The ministry also clarified procedures for transferring military‑service registration when a student changes institutions.
A citizen who entered a Ho Chi Minh City university in 2021, later withdrew, and has now been admitted to another university that requires a transfer certificate, was advised that the process is governed by point b, clause 2, Article 17 of the same law.
The individual must apply online or in person at the agency where the original registration was made, and after leaving the former school must transfer the registration back to his place of residence or work.
The head of the new educational institution is responsible for organizing the registration and transfer.
Required Paperwork
According to Government Decree 220, the required paperwork includes:
- Moving‑introduction letter
- Original registration certificate
- Residence confirmation issued by the local police or an official decision from the employer or institution
Citizens who do not meet health standards, are sole breadwinners, or have other special circumstances may also qualify for deferment under separate provisions.
