18th BRICS Summit in New Delhi
Prime Minister Lê Minh Hưng led Vietnam’s senior delegation to the 18th BRICS summit in New Delhi on 13 September, where the bloc’s theme was “Self‑reliance, innovation, cooperation and sustainable development: Shaping inclusive global growth.” In his address, the PM reaffirmed Vietnam’s support for tighter BRICS coordination with regional and global multilateral mechanisms and proposed three priority directions for the group. First, he called for a shift from reactive crisis management to proactive resilience, urging member states to boost policy‑making capacity, strategic forecasting and labour productivity to pre‑empt economic and financial shocks. Second, he advocated moving beyond merely expanding cooperation to revitalising traditional growth drivers while creating new, inclusive and green engines through coordinated trade‑investment policies, market opening and long‑term, affordable financing for digital and green transitions. Third, he stressed converting science‑technology and innovation cooperation into concrete joint projects, research programmes, talent training and technology transfer.
Meeting with Ambassador Trịnh Minh Mạnh
On the same day, the PM met with Ambassador Trịnh Minh Mạnh and staff of the Vietnamese Embassy and other agencies in India. The ambassador highlighted the summit as India’s most important diplomatic event of the year and described the Prime Minister’s participation as a chance to expand the strategic space of Global South nations, linking BRICS more closely with ASEAN and the broader Indo‑Pacific region. Both sides reiterated the commitment to deepen the comprehensive strategic partnership, enhance economic and technology diplomacy, and advance joint initiatives in defence, trade and scientific collaboration. The meetings underscored Vietnam’s independent, multilateral foreign policy and its aim to play a constructive role in regional and global affairs.
