Vietnam Honors Fallen Lieutenant Colonel Trần Văn Tùng for Heroic River Rescue

Heroic Medal Award

On 14 September, President Tô Lâm signed Decision No. 1507/QĐ‑CTN to posthumously award the Heroic Medal to Lieutenant Colonel Trần Văn Tùng, 39, former commander of the 3rd Company, 568th Infantry Regiment, Military Command of Hung Yen Province, Military Region 3. The award recognises his self‑sacrifice while attempting to save a 30‑year‑old civilian, Đào Văn Lộc, who had threatened suicide on Bo bridge on the morning of 12 September. After persuading Lộc to abandon his plan, Tùng escorted him home; when Lộc suddenly leapt into the Trà Lý River, Tùng plunged in without hesitation. A swift current swept both men away. Search teams, including Water Rescue Unit 116, located Tùng’s body at 18:05 on 13 September; Lộc’s fate was not confirmed.

Early Promotion and Commendation

In addition to the medal, General Phan Văn Giang, Deputy Prime Minister and Defence Minister, approved an early promotion to lieutenant colonel, and Hung Yen Provincial Chairman Nguyễn Mạnh Quyền presented a commendation for Tùng’s outstanding bravery.

Military Funeral

A military funeral was held on 14 September in Hong Phong village, Vũ Thư commune, Hung Yen. Despite heavy rain, comrades, officials and local residents gathered for the tribute at 14:25, followed by burial the same day. Tùng’s daughter, trying to console her mother, whispered, “Mẹ ơi, đừng khóc, bố đi công tác mà…”. The family thanked the community for its support, noting that the collective condolences helped them endure the loss. Tùng’s sacrifice is being hailed as a vivid example of the “Bộ đội Cụ Hồ” spirit in the new era.
