Audit Scope
Deputy Inspector General Lê Tiến Đạt signed a notice concluding a government‑led audit aimed at preventing waste in the management and use of public land and buildings in Quang Tri province.
The audit covered the merged province’s 12,700 km² area, 78 local units and a population of 1.87 million, examining over 4,900 state‑owned facilities inherited from Quang Tri and Quang Binh.
Key Findings
Twenty‑five properties were placed under direct inspection. Inspectors found 13 buildings that have remained empty for at least 12 months, deteriorating without any assigned use.
Among them are the Triệu Phong District Vocational‑Technical Education Center, the Triệu Phong Children’s House, and the former guest house of the Triệu Phong People’s Committee, all transferred to agencies with no demand for them.
The Hue University branch at 133 Lý Thường Kiệt in Nam Đông Hà also lacks a relocation plan despite being unused.
In the Ba Đồn ward, the Rạp Trời site was approved for auction and land‑use transfer before the land was cleared, leading to illegal occupation.
Seven facilities were identified as being leased or operated for commercial purposes that conflict with approved land‑use plans, breaching the Land Law and Public Asset Management regulations.
Financial violations were also noted: three sites, including the Quang Binh Youth Employment Service Center, have overdue land‑rent and tax payments.
Responsibility and Next Steps
The inspection attributes responsibility to the provincial People’s Committees of Quang Tri and Quang Binh, relevant ministries, project investors and the managing units.
The General Inspectorate has urged the Prime Minister to order a comprehensive review and, where justified, to hold accountable those responsible for the identified infractions.
