Tuyen Quang Sets Ambitious Growth and Innovation Targets Through 2045

The provincial People’s Committee of Tuyen Quang has adopted Resolution No. 19‑NQ/TW, issued on 28 July 2026, to overhaul its development model and drive a new growth engine. For the 2026‑2030 period the province targets an average GRDP increase of 10.5% per year, a per‑capita GRDP of VND 95 million, and a 9.1% yearly rise in labor productivity, with the digital economy contributing over 20% of total value added. Subsequent phases aim for 8% growth (2031‑2035) and 7% growth (2036‑2045), with per‑capita GRDP reaching VND 137 million and VND 247 million respectively, and digital‑economy shares climbing above 32% and 40%.

By 2030 Tuyen Quang plans to host more than ten science‑technology firms, see over 25% of enterprises engaged in innovation, and have more than 60% of SMEs applying digital tools. Intellectual‑property protection will cover at least 60% of core products and services, while local budget spending on science, technology and innovation will exceed 1.5% of total expenditures. Eighty percent of approved shared‑database items will be fully digitised and linked to central systems.

Governance metrics aim for a digital‑transformation index ranking 20th of 34 provinces, a public‑service satisfaction rate above 80%, and administrative‑reform rankings between 15th and 20th. Environmentally, the province targets 26.1% renewable energy in primary supply, 100% of operating industrial zones meeting wastewater standards, 70% of disaster‑prone households in safe housing, 62.2% forest cover, and 95% compliance in solid‑waste management.

Social goals include a population of 1.859 million, 30% STEM training participation, over 600 research staff, and a 0.72 HDI by 2030, supported by cultural‑industry growth of 7% annually and the creation of three digital‑culture and creative spaces.
