President and General Secretary To Lam addressed a training class for 95 members of the 14th Party Central Committee on 14 September, delivering the theme “Strategic Leadership in the New Era: Hundred‑Year Vision, Breakthrough Thinking, Development Creation, Implementation Governance.” He stressed that Vietnam is entering a new development phase after four decades of reform, with enhanced capacity, international standing and a need for a unified, long‑term strategy.
Roadmap and Vision
To Lam outlined a roadmap defined by Resolution No. 19, linking milestones for 2030, 2035, 2045 and a vision extending to 2130. The plan integrates development, stability and national defence as a single system: development generates resources for stability, stability creates an environment for further innovation, and defence must be proactively ensured throughout the process.
Strategic Autonomy
He warned against creating obligations that future generations must bear, insisting that term limits or administrative boundaries must not fragment national interests. Strategic autonomy, he said, does not mean isolation but enhancing self‑determination, self‑reliance and adaptability, leveraging internal strengths while actively engaging with the world.
Leadership Principles
Leadership, according to To Lam, must be far‑sighted yet grounded in concrete actions, uphold principles without rigidity, pursue bold breakthroughs responsibly, and balance decentralisation with effective oversight. Decisions should be issued together with the preparation of implementation conditions.
Four Pillars
The four pillars—hundred‑year vision, breakthrough thinking, development creation, and implementation governance—translate into four requirements: right direction, right tasks, sufficient conditions, and measurable results. Ultimately, the success of the strategy will be judged by national interests, the well‑being of the people, and sustainable development.
