A dispute over a parcel of land on Alley 61, Tiền Phong street in xã An Khánh has escalated into a physical blockade that disrupted construction and daily life for several households. Mr. Việt, who bought the plot through a bank auction and holds all required building permits, began clearing the site on 24 April. Since then, a member of the former owner’s family, identified as bà Chi, has repeatedly obstructed the shared alley by positioning a wooden bed, a dog cage and, later, a motorbike, effectively narrowing the passage to a narrow slit along the wall. The obstruction forced the construction crew to split cement and sand bags into small loads, using hand‑carts and manual carrying to move materials, and left five to six neighboring families with severely limited access.
The tension peaked on the morning of 13 September when Mr. Bùi Minh Tâm, a friend of Mr. Việt, arrived to assist with material transport. A motorbike blocked the remaining gap, and a confrontation ensued; camera footage shows bà Chi striking Mr. Tâm’s head and brandishing a knife before the dispute escalated further. By 9:15 on 15 September, the bed and cage still blocked more than half the alley, and bà Chi moved the motorbike to obstruct the only usable space.
Local police arrived at 9:00 a.m. on 15 September, removed the motorbike, restored the alley’s passage, and documented the incident. Officers seized several items as evidence and issued a report, indicating that bà Chi will be summoned for further investigation.
bà Chi has argued that the auction and subsequent sale of the land were unjust, adding a legal dimension to the ongoing conflict.
